I haven't checked to see if it is built into Xplanes 7.5, but the one thing previous versions lacked was artificial stability (fly by wire) and the F16 will not fly without it. You can build anything in Xplanes (insane stuff like rocket cars, the Hindenburg, orbital and reentry vehicles, helicopters, VTOL, Mars planes...) but you can't fly the f16 because it tumbles like a lawn dart.
On the other hand, you can fly the F22 which is FBW, but doesn't really need it because it handles better than any other fighter I have flown in any sim. It makes carrier landings easy (as easy as a carrier landing could be.)
